Full ASBO for Kingswood man - 25 April 2007

A Kingswood man yesterday (Tuesday 24 April) received a full, two-year anti-social behaviour order from North Avon Magistrates' Court.

Joseph Halilowski received the order for persistently terrorising his local community, including staff and members of the Old Park Youth Centre in Kingswood.

The court heard how Halilowski continually intimidated and disrupted the work of the youth centre, mainly directing his anti-social behaviour at women and during one incident he threw a lit firework.

The order prohibits the 18-year-old from the following behaviour:

  • Entering or attempting to enter the Old Park Youth Centre, Kingswood and surrounding area;
  • Contacting, whether directly or indirectly, a named individual.

Philippa Isbell, anti-social behaviour co-ordinator for Safer South Gloucestershire, said: "The interim ASBO granted in January successfully protected the youth centre staff and its members from the fear and disruption wreaked by Mr Halilowski.

"We are confident that this two-year order will further reassure the local community that they can and should live and work without dread. Through our work with the police and the Kingswood community, this case demonstrates how we can effectively tackle anti-social behaviour together."

Sector Inspector Angus Krouwel, of Avon and Somerset Police, said: "South Gloucestershire police have the greatest respect for people who work with young people. We therefore take any interference with their work very seriously. We do not apply for ASBOs lightly, but in this case it was necessary in order to allow the youth centre to work effectively with the young people of Kingswood."
